Jacob’s experience includes over 27 years of state and local tax consulting experience.  He founded Equity Recovery Solutions Inc. in his quest to better serve his clients.  Jacob has specialized in providing sales tax recovery, audit representation, and transactional planning for clients in various industries including large not-for-profits, public entities, and government clients.
Prior to ERS, Jacob was an Associate Partner in another recovery firm, working there for over eight years and building his own large practice.  During his tenure, Jacob was instrumental in the development of a comprehensive automated refund recovery package, which reduced time and resources and increased the efficiency of his practice.  He also successfully managed the accounting portion of a large class refund claim, which included over 100 clients covering over a 10-year period which was ultimately settled with the Superior Court of San Francisco.
Before joining ERS, Jacob worked in Deloitte’s Tax Services Group in Los Angeles and Orange County, and he was also an auditor with the CDTFA.  Before beginning his career in the state and local consulting area, he worked in the printing industry for over seven years in production and management.  Jacob graduated from California State University, Long Beach with a bachelor’s degree in accounting.



As a defender of taxpayers, Rudy developed in-depth knowledge of the Sales and Use audit program with his years of experience as a Computer Audit Specialist (CAS).  This unique insight provides him with the behind-the-scenes know-how into the statistical sampling testing used by most tax auditors.  With his assistance, you can be assured of your right to a fair and representative audit and increase areas of potential refund opportunities.
Rudy has over 35 years of experience in the sales tax area working for the Board of Equalization (BOE).  Rudy joined ERS in 2012, after leaving the BOE, serving as our internal statistical sampling expert.  We can proudly say that no other consulting firm has this level of experience and insight into audit statistical sampling.
From 2001 to 2012, Rudy served as a CAS, where he handled and processed taxpayer data for numerous large audits.  As a CAS, he processed data and provided statistical samples to auditors throughout Southern California, including many Fortune 500 companies.  He also received extensive training on the various aspects and issues related to statistical sample auditing techniques provided by the Professional Development Institute from the University of North Texas.
During his extensive career at the BOE, Rudy served as a Business Taxes Specialist and handled sales tax audits of all industries and all sizes focusing on the larger and more difficult cases.  He also served frequently as Interim Audit Supervisor, conducted training for both audit staff and the public at large, and was responsible for training many new auditors.  Rudy graduated from California State Polytechnic University with a degree in Business Administration with a major in accounting.



Albert has over 35 years of experience and serves as the Director of Business Development and leads the company’s business development strategies, including new client acquisition, existing client strategies, new market assessment, and public relations.



Savera has over 7 years of experience and leads the company’s technological aspects of operations as well as its overall management.  Savera is ERS’s internal expert with database interrogation and analysis and leads our information and database analysis group.



Rob carries 10 years of local sales and use tax audit experience working for the public sector in California. Prior to joining ERS in 2023, he worked for a local government contracting firm that serviced more than 450 local government agencies throughout California. In this role, he specialized in audit recoveries involving large interstate transactions, construction projects, marketplace facilitators/sellers, direct pay permits, and point-of-sale misallocations of local tax. 

Rob has extensive experience working with the California Department of Tax and Fee Administration (CDTFA) and all levels of tax and compliance professionals to resolve client concerns and maximize recoveries. He holds a B.A. in business administration with a focus on finance, real estate, and law and a master’s degree in project management. Rob is passionate about developing and improving private practice and local government financial structures with a critical focus on customer service. In his free time, he enjoys traveling and spending time with family, running, working out, and investing in small-cap biotech companies.
